Vietnam - France signed the Intergovernmental Agreement for the development of USTH

On November 2, 2018, the Intergovernmental Agreement for the development of University of Science and Technology of Hanoi (USTH, also called Vietnam France University) for the period of 5 years from 2019 to 2023 was signed by Mr. Bertrand Lortholary, French Ambassador in Vietnam and Prof. Acad Chau Van Minh, President of Vietnam Academy of Science and Technology, the governing body of the university.

The signing was witnessed by Vietnamese Prime Minister Nguyen Xuan Phuc and French Prime Minister Édouard Philippe on his first working day of his Vietnam official visit from November 2-4, marking the 45th anniversary of bilateral diplomatic ties and five years of strategic partnership between Việt Nam and France. 

This Intergovernmental Agreement shall take effect for the period of 5 years from 2019 to 2023, in which the two governments show determination and commitment to develop USTH to become an excellent university with international standard in training and research,especially to be one of the TOP university in the South East Asia.

The French government commits to continue strongly support the development of USTH. Particularly, the French Party will get more involvement in the Bachelor’s training, including program designing, implementation, monitoring and evaluation. Especially, the two parties  will start working on the issuance of the dual Vietnamese and French Bachelor’s Diplomas. Besides, the French party will maintain the issuance of the dual Vietnamese and French Diplomas for the Master programs. The two parties also agrees to increase the the exchange activities between USTH and other French institutions for students, lecturers and researchers.

In term of research, the two parties commits to increase the collaborative activities and develop the international joint labs.

USTH was established under the Intergovernmental Agreement between Vietnam and France in 2009 and has become the symbol for the strong commitment of the two governments and has been one of the most important and meaningful result of the tremendous efforts of the two nations in developing training and research in Vietnam.

With the goal to become the international standard research oriented university, providing high labor in science and technology for Vietnam, during the last 10 years in operation, USTH has accomplished many significant achievements in training and research. The Intergovernmental Agreement which has been signed on 2nd November, 2018 asserts the important role of USTH in the partnership in training and research between Vietnam and France, and shows the recognition of the two governments for the initial successes of the university.
