On May 8, 2026, the University of Science and Technology of Hanoi (USTH) held an online signing ceremony for a Memorandum of Understanding (MoU) with Campus Franco Sénégalais (CFS). This event marks a new milestone in the partnership for training, research, and academic exchange between two higher education institutions that share a common foundation of cooperation with the French Republic.
The ceremony was attended by key leaders from both sides. Representing CFS were Prof. Mamadou Sarr, Director general; Ms. Raphaële Gauthier, Deputy Director; Dr. François Loret, Director of Innovation and Valorization; along with other department heads. From USTH, the participants included Prof. Jean-Marc Lavest, Principal Rector; Prof. Patrice Estellé, Director of the Department of Research, Innovation and International Affairs; and Ms. Do Thi Thuy Trang, Deputy Director of the Department of Research, Innovation and International Affairs.

During the ceremony, representatives from USTH and CFS emphasized the significance of this cooperation agreement in establishing a sustainable academic partnership. Based on mutual interests, the agreement aims to enhance the quality of training and scientific research for both institutions.
According to the signed MoU, USTH and CFS have agreed to collaborate on key activities, including the exchange of lecturers, researchers, and students at both undergraduate and postgraduate levels. Both parties also committed to implementing internship programs, study tours, the exchange of academic information, and the sharing of laboratory infrastructure for teaching purposes. Notably, the two institutions will promote joint research activities through collaborative projects and joint laboratories.
Following the signing ceremony, both parties engaged in in-depth discussions regarding the specific roadmap for implementing exchange and research activities. The working sessions focused on realizing the commitments in the MoU, ensuring close coordination between the academic and administrative focal points of both sides to achieve the highest efficiency.

Campus Franco-Senegalese (CFS) is a higher education institution, established under the intergovernmental agreement between France and Senegal in 2020. It was born from the idea of the President of the Republic of Senegal, Mr. Macky Sall, and the President of the French Republic, Mr. Emmanuel Macron. It aims to provide high-quality education aligned with Senegal’s developmental priorities. With input from over thirty institutions, the CFS offers innovative programs tailored to address Senegal’s economic needs as outlined in the Emerging Senegal Plan (PSE). These programs grant dual recognition in Europe and Africa. The institution’s vision extends to meet evolving industry demands through apprenticeships, short certification courses, and initiatives in research, innovation, and R&D.
The signing of the cooperation agreement between USTH and CFS reaffirms USTH’s strategic direction in building a global network of international partners, particularly with organizations collaborating with France. This event not only expands international academic opportunities for students but also serves as a testament to USTH’s role as a vital bridge in multilateral scientific and educational cooperation, contributing to the training of high-quality human resources in the fields of science and technology.
