Introduction
The University Council is the organization responsible for deciding on the direction of the university’s activities, mobilizing and monitoring the use of resources for the university, and linking the university to the community and society.
The members of the School Council are appointed by the President of Vietnam Academy of Science and Technology (VAST) at the request of the two Parties (the Vietnamese side is proposed by the VAST President; the French side is proposed by the French Embassy in Vietnam).
The University Council consists of 20 members (including 01 Chairman and 02 Vice Chairmans) who are not on the payroll of the University, do not receive salary, but are entitled to remuneration and allowances when participating in the activities of the University Council. The level of remuneration and allowance will be determined in the internal expenditure regulations of the University. The Rectors, who are not members of the University Council, are invited to attend meetings of the University Council but do not have the right to vote.
Members of the University Council of each party include:
- 02 representatives appointed by the Governments of the two countries;
- 03 representatives of universities and research organizations;
- 02 scientists outside the University;
- 03 representatives from socio-economic organizations.
Leaders of the University Council includes:
a) The President of the University Council is a member of the University Council, has Vietnamese nationality, is nominated by the University Council and recognized by the President of VAST. The term of office of the President of the University Council is 5 years, which can be extended but cannot exceed two consecutive terms. The President of the University Council convenes meetings of the University Council, decides on the program and agenda, chairs the meetings and holds votes at the meeting. The President of the University Council leads the monitoring of the implementation of the decisions of the University Council. When there are urgent issues without meeting, after consulting a number of members of the Vietnamese side and the French side, the President of the University Council is entitled to decide and report to the University Council in the next meeting.
b) The Vice President of the University Council assist the President and perform the tasks assigned by the President. The President of the University Council shall decide on a representative of the Vietnamese Party and a representative of the French Party to the position of Vice President of the University Council.
Duties and rights
a) Determine long-term development strategy in terms of training, research, academic orientation, financial strategy of the University and relationship with enterprises;
b) Approve and evaluate the results of the implementation of the annual plan and the quality assurance of training, research, academia, management and service; inspecting the University’s management by the Rectors;
c) Propose the President of VAST to appoint, re-appoint or dismiss the Rectors and Vice-Rectors on the basis of the proposal of the University Senate;
d) Approve the list of members of the University Senate;
e) Approve the recommendations of the University Senate regarding:
– Project to build and develop the University, including the establishment, dissolution and development of departments, subjects, teaching and research positions;
– Development, change or cancellation of training programs;
– Tuition fees, scholarships and research grants;
– List of members of the Science and Training Council.
Operating regulations
The term of the University Council is 5 years. At the end of the term, each Party appoints a new 50% and re-appoints 50% of the members. Members must not join the University Council for more than two consecutive terms.
The University Council meets at least twice a year. Meetings of the University Council are considered valid when at least 2/3 of the attending members vote on the decisions of the meeting. Members who cannot attend the meeting can send a representative to attend. The representative has the right to vote when there is a valid power of attorney from a member of the University Council. University Council is allowed to use electronic media (such as video conferencing, telephone…) to serve meetings and conduct remote voting.
The decision of the University Council is passed with the consent of more than 50% of the total members (or representatives) according to the list of the University Council. A blank vote is considered disapproval. Voting method is decided by the Chairman of the University Council.
