Introduction
The University Senate is an advisory and assisting organization for the University Council.
The Rector was elected upon the establishment of the new University Senate. The new University Senate selects the candidate for Rector by secret ballot and reports the results to the University Council. The term of the Rector is 05 years and may be re-elected for no more than two consecutive terms. The Rector established the University Senate. The term of the University Senate follows the term of the Rector.
Members of the University Senate include:
- Rectors;
- 08 representatives of professors and associate professors;
- 04 representatives of lecturers and researchers;
- 02 representatives of officials who are not lecturers and researchers;
- 02 student representatives;
- 04 representatives of scientists outside the University.
The members specified at points b, c, d and f are elected by the respective groups in the university by the method of free, direct and secret ballot. 04 scientists outside the University are selected by the University Council.
Duties and Rights
The Senate University proposes to the University Council for approval of:
- The university development plan;
- Budget plan;
- Appointment, re-appointment or dismissal of the Rectors and Vice Rectors;
- Establishment, change or dissolution of departments and subjects;
- Regulations on recruitment of lecturers, researchers and staff of the University;
- Development, change or cancellation of training programs;
- Tuition fees, scholarships and research grants;
- Establishing the Science and Training Council.
Operating regulations
The Chairman of the University Senate is the Rector, having the power to convene and preside over the meetings of the University Senate, prepare the agenda, and hold votes in the University Senate. In case of absence, the Rector authorizes a Vice Rector to assume the responsibility of Chairman of the University Senate.
When the Rector disagrees with the resolution or conclusion of the University Senate, the Rector has the right to report and explain to the University Council.
The University Senate meets at least once every 3 months. Decisions of the University Senate are approved with the consent of more than 50% of the total number of members (or representatives) according to the list of the University Senate.
