On December 9, 2024, the University of Science and Technology of Hanoi (USTH) proudly celebrated its 15th anniversary (2009–2024) and was honored to receive a commendation from the Prime Minister of Vietnam.
The event was attended by many distinguished guests. Representing the Vietnam Academy of Science and Technology (VAST) were Prof. Acad. Chau Van Minh – President of VAST; Prof. Chu Hoang Ha – Vice President of VAST and Chairman of USTH’s University Council, Assoc. Prof. Ha Quy Quynh – Head of the Personnel and Inspection Department, and Dr. Le Quynh Lien – Head of the International Cooperation Department. Representing the French Embassy in Vietnam was H.E. Olivier Brochet – French Ambassador to Vietnam. From the USTH Consortium, Prof. Jean-Paul Deroin – President of the Consortium, also attended, along with strategic partners in training and research, as well as USTH lecturers, staff, students, and alumni.
At the ceremony, Prof. Jean-Marc Lavest – Principal Rector and Prof. Dinh Thi Mai Thanh – Rector presented a retrospective on USTH’s 15-year journey, highlighting its achievements and outlining its strategic development goals for 2022–2030, with a vision toward 2045.

Marking this special milestone, USTH was honored with a commendation from the Prime Minister of Vietnam for its outstanding contributions to international cooperation. According to Decision No. 1531/QD-TTg, dated December 6, 2024, USTH was recognized for its remarkable achievements in fostering international partnerships, particularly with its strategic partner, the French Republic. During the ceremony, Prof. Acad. Chau Van Minh presented the commendation to USTH’s Rector Board.
This recognition is a testament to USTH’s relentless efforts in becoming an internationally recognized research university. Since its founding in 2009, USTH has been a pioneer in international collaboration, partnering with over 30 leading French universities and research institutes, as well as many international organizations. These accomplishments affirm USTH’s position in training and research while strengthening the partnership between Vietnam and France.
Receiving the Prime Minister’s commendation on its 15th anniversary represents a significant milestone in USTH’s journey. It not only acknowledges the university’s dedication and achievements but also serves as motivation to pursue even greater success in the future.
Since its establishment, USTH has benefited from the steadfast support of its parent institution, VAST. In his remarks, Prof. Acad. Chau Van Minh emphasized that USTH was founded under an intergovernmental agreement between Vietnam and France, symbolizing a shared commitment to creating an excellent research-oriented university. As one of three “new model” universities in Vietnam, USTH has been developing high-quality academic programs focused on key interdisciplinary fields such as aerospace, aviation, information technology, nanomaterials, environmental science, and biology.
Prof. Acad. Chau Van Minh praised USTH’s achievements in training, research, and international collaboration. He highlighted the commendation as a reflection of the Vietnamese government’s recognition of USTH’s contributions to the development of high-quality training under VAST and for the country as a whole.
He also expressed deep appreciation for the strong support provided by French Ambassadors over the years. Looking ahead, he expressed confidence that both governments will continue to support USTH’s efforts to become an excellent research university in Vietnam and the region, contributing to the comprehensive strategic partnership between Vietnam and France.
USTH’s journey over the past 15 years has been made possible by the unwavering support of the French Government, the French Ministry for Europe and Foreign Affairs, the French Ministry of Higher Education and Research, and the French Embassy in Vietnam. Speaking at the ceremony, H.E. Olivier Brochet, French Ambassador to Vietnam, highlighted USTH’s remarkable success over 15 years and emphasized that USTH’s achievements reflect the enduring partnership between Vietnam and France, not only in training but also in science and technology.
Through its commitment to academic rigor and excellence, USTH has established itself as a hub for talented students from Vietnam and abroad. With the support of its French partners, the university continues to expand its scope and enhance the quality of its training and research.
Beyond its academic mission, USTH serves as a vital bridge in the relationship between Vietnam and France. With strong commitments from both sides, USTH is expected to remain a leading higher education institution, contributing to the development of Vietnam, the region, and the world.
USTH was founded under an intergovernmental agreement between Vietnam and France, signed on November 12, 2009. Representing the French Government at the signing ceremony was Mrs. Valérie Pécresse, Former Minister of Higher Education and Research, who now serves as President of the Île-de-France Regional Council. Although unable to attend the anniversary celebration in person, Mrs. Pécresse sent a congratulatory video message. She expressed her delight at USTH’s remarkable progress, affirming its position in Vietnam’s education system and its international-standard research capabilities, in line with the original vision of the project: to build an excellent research university. She also expressed hope that USTH will continue to thrive, fulfilling its role as a catalyst for cooperation between France and Vietnam.
The 15th Anniversary Ceremony concluded successfully, marking a turning point for USTH as it embarks on its next chapter. USTH continues to affirm its position and reputation in training and scientific research both in Vietnam and internationally.
