To advise and assist the Rectors in developing institutional strategies, plans and policies to enhance the capacity and effectiveness of the University’s scientific research, innovation, technology transfer, and international affairs.
Tasks
1. Duties related to the management of research activities
a) To suggest and develop strategies, policies to expand the University’s activities related to scientific research:
– To suggest the Rectors on developing strategies, mid-term and long-term plans for research development;
– To suggest on and develop regulations and guidelines for the management of scientific research;
– To lead and coordinate with relevant units to develop and enhance the scientific and technological capacity of the university;
b) To organize, coordinate, and manage research activities and other scientific and technological activities
– To lead and coordinate with the Accounting-Finance Department in preparing the annual budget for the university’s research, scientific conferences/seminars, and other related activities;
– To act as the focal point for managing scientific programs, projects, at all levels;
– To be in charge of managing, assessing capacity, proposing and implementing initiatives to enhance the scientific, technological and innovative capabilities of individuals and research units within the University. This includes activities such as developing and conducting capacity assessments; proposing capacity-building strategies for staff and research units through scientific research and innovation programs, training courses and workshops, exchange and collaboration programs, and other science and technology initiatives;
– To be in charge of and in coordination with the Operation-Personnel Department, laboratories, research groups, and academic departments to develop research profiles for lecturer–researcher positions in the university’s annual recruitment plan;
– To be in charge of the development and implementation of training and dissemination activities to ensure academic integrity in the university’s scientific and technological activities;
– To lead the planning and organization of scientific conferences, workshops, and other scientific and technological events.
c) To develop, store, and update databases related to research, and cooperation activities both domestically and internationally.
d) To prepare reports related to scientific research, and external relations.
2. Duties related to Innovation and Technology Transfer
a) Advise and support the University Board in strategies, policies, and programs on innovation, technology transfer, and product commercialization in line with national directions.
b) Lead the development, submission to the Rectors for approval, and implementation of the University’s regulations and policies on innovation, entrepreneurship, and technology transfer.
c) Propose and implement tasks and projects on innovation, product development, and commercialization, including commissioned activities, programs for new technology trials, digital technologies, and green technologies aligned with market and societal needs.
d) Manage and operate infrastructure and services that support innovation: Fablab, co-working spaces, technology exhibition areas; develop open creative spaces (joint lab/open lab) for research, experimentation, and industry collaboration.
e) Manage and operate incubation and acceleration programs to support staff, lecturers, students, and alumni in prototyping, testing, and product development. Build mentor networks; provide legal, fundraising, product development, and market access support; promote the creation of spin-offs and start-ups from the University’s research groups.
f) Manage and exploit the University’s intellectual property by supporting registration, protection, management, utilization, and commercialization of IP assets; promote technology transfer; and foster tripartite linkages among enterprises, investment funds, and the University to commercialize research results and inventions.
g) Build networks and partnerships with investment funds, enterprises, regulatory agencies (ministries, sectors, local authorities), and domestic and international partners; take the lead in organizing technology demand–supply matching, innovation forums, and technology exhibitions to mobilize resources and commercialize the University’s research products.
h) Organize innovation competitions, skills training, STEM/STEAM programs, and career orientation activities for students at different levels to communicate and promote the University’s scientific and technological capacity; develop innovation and entrepreneurship training programs integrated into the official curriculum.
i) Lead and manage consulting, advisory, scientific and technological services, as well as technology transfer and entrepreneurship services of the University.
3. Duties related to domestic and international collaborations, and international affairs
a) To suggest and develop strategies, policies to expand the University’s activities related to domestic and international collaborations, and international affairs
– To suggest the Rector Board on developing strategies, mid-term and long-term plans for the expansion of domestic and international collaboration networks;
– To lead and coordinate with relevant units to identify strategic partners both domestically and internationally; propose appropriate cooperation programs to gradually strengthen the university’s position within the higher education communities of Vietnam, France, and the region.
b) To organize, coordinate, and manage collaborative activities with domestic and international partners; and international affairs
– To lead and coordinate with the Accounting-Finance Department in preparing the annual budget for the university’s external relations activities;
– To act as the focal point to coordinate the university’s external relations with partners in the areas of science and technology, education, and others (e.g., hosting delegations, organizing networking events, developing and signing cooperation agreements, etc.);
– To monitor, evaluate, and propose strategies to expand and improve the effectiveness of external relations;
– To identify and establish strategic partnerships, develop strategies to expand the university’s collaboration network nationally and internationally;
– To be in charge of developing plans, implementing, and managing exchange programs for staff, lecturers, and students (e.g., visiting professors, exchange students, interns, etc.).
c) To develop, store, and update databases related to domestic collaboration, international collaboration, and international affair.
d) To prepare reports related to domestic collaboration, international collaboration, international affairs.
4. Other tasks as assigned by the Rectors.
