To advise and assist the Rectors in developing strategies for quality assurance, examination, degree management and inspection of University.
Tasks
1. Quality Assurance
a) To develop quality assurance strategies, policies, systems and regulations for the University in alignment with its approved goals, missions and visions for each development stage;
b) To guide, supervise and report to higher levels on the implementation of internal quality assurance activities;
c) To prepare reports on the implementation of state regulations regarding quality assurance and accreditation;
d) To develop and submit quality assurance plans in education to the Rectors for approval; To lead and coordinate with relevant units and individuals to implement approved quality assurance plans;
e) To lead and coordinate with relevant units and individuals to implement self-assessment and educational quality accreditation at the institutional level according to quality assessment standards;
f) To coordinate, support, advise and supervise academic departments in implementing self-assessment and educational quality accreditation at the training program level;
g) To coordinate, support and supervise relevant units and individuals in building a quality culture within the University; To proactively propose appropriate training and professional development courses related to quality assurance and accreditation;
h) To lead and coordinate with relevant units and individuals in conducting surveys to collect stakeholders’ feedback, compile survey results, evaluate the achieved quality and stakeholders’ satisfaction levels. To coordinate with relevant units to review survey results and stakeholders’ feedback, and propose appropriate measures for quality improvement.
2. Testing and Examinations
a) To develop and submit to the Rector for approval documents regulating and guiding examination activities;
b) To instruct and support the units and individuals in implementing the University’s regulations and guidelines on examination work;
c) To monitor and supervise the implementation of the University’s regulations and guidelines on examination work at the units;
d) Advise on and develop methods, procedures, and contents for competency assessment; coordinate with relevant units to organise the implementation of competency assessment procedures serving admission activities;
e) Develop and manage the examination question bank and test paper bank;
g) Archive and preserve examination records and results of the examinations under responsibility;
h) Organise and implement examination paper management; ensure examination security; and implement measures to prevent academic dishonesty and violations.
3. Diploma Management
a) To advise on and formulate regulations and guidelines on the management of diplomas of the University; to implement the provisions of law relating to the management and issuance of diplomas, as well as the regulations and guidelines of the University and the Ministry of Education and Training;
b) To ensure the accurate, safe, and timely printing, archiving, and issuance of diplomas to graduates;
c) To issue Temporary Graduation Certificates and Attestation letter for students who have completed their training programs (issued upon request);
d) To receive, review and fill in contents of diplomas and transcript precisely and adequately; and shall ensure that the contents thereof conform to the regulations of the University and the Ministry of Education and Training.
e) Compile and retain dossiers on issuance and management of diplomas according to the regulations of the University and the Ministry of Education and Training; and shall ensure the accuracy of all information contained in the records and the original registers of diploma issuance.
f) To ensure the confidentiality of diploma-related information and students’ personal data; and shall protect such information and prevent any violation of information security.
g) To issue copies of diplomas from the master register according to the regulations of the University and the Ministry of Education and Training.
4. Monitoring of Educational Activities
a) To advise and assist the Rectors in monitoring educational activities in order to ensure compliance with laws, fulfillment of units’ tasks, and the protection of the State’s interests as well as the legal rights and interests of organizations and individuals involved in the University;
b) To receive feedback, suggestions, complaints, and grievances from the University’s staff and students on issues related to educational and training activities, submit them to the Rectors for consideration, and organize monitoring activities as directed by the Rectors.
5. To perform other duties as assigned by the Rectors.
