Functions
To advise and assist the Rectors in the development, management of the organization, the personnel and implementation of the policies related to the staff of the University.
Tasks
1. Organization and personnel
a) To research, develop and propose solutions to develop the organization and personnel of the University;
b) To take charge and coordinate with the relevant units on developing the job position scheme to meet the University’s development needs;
c) To take lead and cooperate with related units in developing the organizational structure, functions and tasks of the units of the University;
d) To take lead and cooperate with related units in formulating and submitting personnel-related documents, regulations and rules of the University;
e) To develop and propose the recruitment plans for units; organize the implementation of the recruitment process;
f) To draft and submit labor contract, permanent working contract, service contract, temporary working agreement, decisions on recruitment, annual pay-grade and pay-range increase according to the law;
g) To work on the process of introduction, appointment, reappointment and dismissal of officials within the authority of the Rectors;
h) To cooperate with other units in the University to manage employees and officials in accordance with the labor discipline;
i) To manage, update employee records and resumes; store and keep records and data confidential;
j) To deal with procedures for job transfer, receiving, resignation or termination for employees;
k) To cooperate with relevant units to organize the probation evaluation for employees;
l) To organize councils for work performance evaluation and those for salary increase;
m) To collect data and report on issues related to the personnel and organization activities;
n) To carry out the procedures to establish the grassroot Council of Professors and the Council for the consideration of the appointment of professors and associate professors of the University;
o) To implement the procedures to appoint professor or associate professor title for qualified candidates and in accordance with the approved job position scheme of the University.
2. Policy and regime
a) To handle with salary, allowance, social insurance, health insurance and unemployment insurance in accordance with the law;
b) To implement the process and procedures for salary rank inscrease and salary level increase for employees of the University;
c) To submit to the Rectors or the relevant authorities to certify the resume and working experience of the employees;
d) To answer questions or submit to competent authorities to deal with enquiries and recommendations of employees related to regimes and policies.
3. Emulation, commendation and discipline
a) To carry out the annual emulation and commendation activities, as follows: awarding emulation titles at the University level and preparing dossiers of application for titles of emulation at higher levels (Grassroots-Level Emulation Fighter; Meritorious Teacher, People’s Teacher…);
b) To review, introduce and prepare dossier for applying for certificates of merit, orders, and medals at all levels;
c) To organize the disciplinary council, council for the recognition of initiatives for employees violating the rules and regulations of the University and the laws.
4. Training and retraining
a) To advise, develop and organize training and retraining programs and plans for officials and employees;
b) To carry out procedures to send employees to study or work abroad and receive them after they finish their oversea study or work;
c) To cooperate with relevant units to manage officials working or studying abroad.
5. To perform other duties as assigned by the Rectors.
