Functions
To advise and assist the Rectors in the management and implementation of training and scientific research, development orientation of training disciplines, training majors and scientific research directions of the Department.
Tasks
1. To manage and organize the implementation of training and scientific research
a) To make plan and organize the implementation of training and scientific research activities according to the general plan of the University;
b) To preside over and coordinate with the Department of Academic Affairs and the relevant units to create, revise and develop the training programs in accordance with the development orientation of the Department and the University and comply with the current law provisions;
c) To organize the compilation of detailed outlines of subjects; to build and perfect the subject content; to organize the compilation of textbooks, develop the reference materials suitable to the subject’s content managed by the Department;
d) To research for renewing the teaching methods;
e) To build and implement methods of testing, evaluating the process, learning results and training for students according to the University’s regulations;
f) To organize the research groups and implementation of assigned scientific topics and tasks;
g) To propose the solutions to build and develop the scientific research activities of the Department;
h) To coordinate with related units to manage activities of the Department’s laboratories.
i) To develop plans and organize the implementation of academic advising activities for training programs under the academic department’s management; to coordinate with the Department of Academic Affairs and relevant units in reporting on academic advising activities.
j) To coordinate with the relevant departments in carrying out measures to enhance the quality of teaching, learning, and testing.
2. Human Resource Management
a) To manage lecturers, researchers, employees, students, PhD students of the Department;
b) To develop a staff development plan of the Department; professional training and fostering for the contingent of lecturers and researchers of the Department;
c) To organize the performance evaluation of the Department’s managers, lecturers, researchers and staff;
d) To build up the network of domestic and foreign visiting lecturers;
e) To coordinate with the Academic Affairs Department to carry out the procedures for visiting lecturers and experts outside the University to participate in teaching, internship or thesis instruction;
f) To draft and submit the visiting lecturer contracts, monitor and check the timesheet for visiting lecturers.
3. To manage the equipment and facilities for training and scientific research under the jurisdiction of the Department.
4. To perform other duties as assigned by the Rectors.
