Functions
To advise and assist the Rectors in managing office equipment; classroom and lecture hall equipment; experimental equipment for practical training and research; shared equipment (platform); information technology equipment; management of consumables and chemicals for practical training; perform science and technology services on platform equipment; and manage all IT systems belonging to the university.
Tasks
1. Equipment management
a) To manage, and maintain office equipment;classroom and lecture hall equipment; experimental equipment for practical training and research; shared equipment (platform); and IT equipment;
b) To lead the installation of equipment and machinery, and troubleshooting during usage;
c) To perform equipment warehousing, equipment coding, and conduct regular annual or ad hoc inventory checks at all units/departments;
d) To prepare cost estimates for regular and annual equipment repair and maintenance;
d) To implement the procurement and repair process for equipment under the Department’s responsibility with a value of less than 50 million VND;
e) To implement equipment depreciation according to State regulations; propose disposal and handling of damaged or unused equipment to ensure efficient use;
f) To make summarization and report on equipment management and usage as regulated.
2. Management of materials and chemicals for practical training
a) To receive, manage, and distribute materials and chemicals to laboratories according to approved practical exercises;
b) To closely monitor the inventory of materials, consumables and chemicals;
c) To safely store and arrange consumables and chemicals to prevent breakage and explosions;
d) To conduct periodic inventory of consumables and chemicals at the end of the academic year;
e) To lead and coordinate with relevant departments to prepare budget estimates for purchasing materials and chemicals for practical training;
3. Management and implementation of science and technology services on platform equipment
a) To manage and implement science and technology services of the USTH in accordance with the Certificate of Registration for Scientific and Technological Activities;
b) To manage consumable supplies for platform equipment;
c) To manage service fee collection, and match revenue and expenditure figures with the Accounting-Finance Department to ensure accurate and complete service fee collection.
4. Management of IT systems and infrastructure
a) To manage the website system of USTH including server administration (monitoring, backup, upgrades), administration of website management software (structure, training, and guiding content editors), and ensuring information security (security vulnerability scanning, system updates) of the website;
b) To manage staff and student email systems including system administration, account management, ensuring information security, and providing technical support to users;
c) To administer the university’s Information and Technology systems (configuration, functions). Coordinate and collaborate with different departments to deploy and apply the Enterprise Resource Planning (ERP) software into the specific operational workflows of each department. Administer the online learning management system (Moodle);
d) To manage the IT resource infrastructure of USTH, maintain network systems, and ensure smooth and stable transmission;
e) To lead computer installation and maintenance, and inspect IT equipment and peripherals. Provide technical support for meetings and major events of USTH;
f) To manage software licenses for the university: security certificates, Windows, Office, Antivirus, Zoom licenses, etc.; Manage the domain names of USTH: renew maintenance services, provide sub-domain as requested, perform domain authentication to serve units/departments as required;
g) To submit regular and unscheduled reports on the IT activities at USTH as requested.
5. Management of lecture halls, classrooms, and smart classrooms
a) To manage, coordinate, and ensure lecture halls, classrooms, and smart classrooms serve teaching and learning, meeting the requirements of training activities and general operations;
b) To monitor, inspect, and evaluate the status of equipment; organize and implement maintenance, servicing, repair, upgrade, and replacement activities to maintain stable operating conditions for the university.
6. Strategic orientation of IT development
a) To develop IT strategic development direction; make plans and implement plans appropriate for each development phase of the university;
b) To propose and organize research, analysis, forecasting, consulting, and developing IT-related solutions. Act as the focal point for implementing regulations, rules, and policies regarding managing the university’s IT system.
7. To perform other tasks as assigned by the Rectors.
