Functions
To advise and assist the Rectors in planning, revenue and expenditure control, financial management of the University as well as accounting and tax regime according to the provisions of the law.
Tasks
1. Planning, revenue and expenditure control and financial management
a) To assume the prime responsibility for, and coordinate with other units in formulating and implementing the annual budget estimates and financial plans of the University including all sources such as: state budget, tuition fees, aid and other financial sources;
b) To organize and report correctly, fully and promptly the collection of tuition fees, charges and other incomings of the University as regulated;
c) To control all expenditures of the University, for instance: salary, wages, management fee, professional fee, payment of procurement and repair of property and equipment, scholarship, spending on science and technology projects,… in accordance with plans, budget forecast and current regulations of the law;
d) To assume the prime responsibility for, and coordinate with other units in, formulating economic and technical norms for the training programs of the University;
e) To appraise the financial situations of the University research topics at all levels, domestic and foreign scientific and technological cooperation projects in accordance with the law;
f) To guide the appraisal process according to the competence, carry out necessary procedures for approval according to the law, manage financial situation of programs and projects funded by ODA and preferential loans as well as projects and grants funded by non-government aid.
2. Accounting and tax regimes according to regulations
a) To systematize the bookkeeping and accounting structure in accordance with the current accounting regulations; to guide the accounting regimes; to disseminate official documents issued by the Government and the University on financial management; to develop and organize the implementation of the Internal Expenditure Regulation;
b) To collect, consolidate the data and report on the accounting, finance and tax activities of the University according to the law such as: annual final accounts, investment capital settlement report and tax finalization report;
c) To disseminate and guide the relevant units and employees on the implementation of the regulations of the University and the Government related to finance, accounting, tax…;to coordinate with related units to perform tasks arising in the process of co-working.
3. To be the contact point to welcome and work with inspection teams, tax authorities as in the decision of the authorities and the direction of the Rector Board.
4. To perform other duties as assigned by the Rectors.
