France-Vietnam Partnership: Creation of a New Science and Technology University in Vietnam

On the occasion of the visit of the prime minister of Vietnam, Valérie Pécresse and Nguyen Thien Nhan, deputy prime minister and minister of education and training of Vietnam, signed an intergovernmental agreement for the creation of a new university of science and technology in Hoa Lac (USTH) in partnership with France. Six multi-disciplinary scientific themes have been selected: biotechnology and pharmacology; aeronautics and space; energy; information and communications technology (ICT); materials science and nanotechnology; environment-water-oceanography. The minister pointed out that over thirty institutions of higher learning in France had gotten together to form a consortium in order to study out and detail what contribution France could make to setting up this university, notably in the areas of governance and input regarding curriculum content.

This further meeting between the ministers took place in the continuum of their previous meetings:

● In Hanoi, Vietnam, in June 2008, on which occasion Nguyen Thien Nhan asked France for assistance for the creation of world-class science university. The minister approved the proposal in principle and asked for a project feasibility study to be done. She also pointed out that France was in a position to host 2,000 Vietnamese doctoral candidates in its higher education institutions between 2009 and 2019, as part of Vietnam’s program to train 20,000 PhD holders over 10 years, including 10,000 abroad.

● And in Paris last October 5, when Valérie Pécresse also highlighted the importance of contributing to the academic training of Vietnam’s scientific elite, in order to guarantee the sustainability of academic and scientific interchange between the two countries.

The minister again stressed the “win-win” aspect of this scientific project for France’s own research teams that are already well established in Vietnam, that will benefit from the get-up-and-go spirit of this emerging nation while disseminating France’s influence in it.
