Continuing the mission to strengthen Vietnam’s space science capabilities, the 5th Vietnam School on Earth Observation (VSEO-5) officially opened on October 13, 2025, at the International Center for Interdisciplinary Science and Education (ICISE) in Quy Nhon, focusing on the innovative field of satellite-based ocean monitoring.

Gathering nearly 50 scholars and researchers from Vietnam, France, and the Philippines, this year’s school centered on the theme: “Monitoring the ocean colour using remote sensing data.” Running from October 13 to 17, the program provided a comprehensive platform for participants to delve into the transformative potential of Earth observation in understanding marine ecosystems. The VSEO-5 is a flagship collaborative initiative organized by  the Rencontres du Vietnam, ICISE, with contributions from French institutions (including CNES, CNRS, IRD, and universities) and Space and Earth Sciences department of USTH (University of Science and Technology of Hanoi).

A Strategic Milestone in Vietnam’s New Era of Science

The opening of VSEO-5 took place in a particularly special context for the nation’s scientific community. Speaking at the ceremony, Prof. Tran Thanh Van, founder of the Rencontres du Vietnam and ICISE, highlighted that 2025 marks a turning point following the recent launch of a major national reform. He noted that with the introduction of Resolution 57, science and technology have been officially positioned as the foundation for national development in Vietnam’s “New Era.”

In this unique context, Prof. Van emphasized that the school’s mission to bring international scientists to Vietnam to share the latest discoveries has become more vital than ever. By fostering an open atmosphere for collaboration, VSEO-5 serves as a concrete step in attracting global talent and nurturing the high-tech workforce required for the country’s ambitious development goals.

Bridging Satellite Data with Marine Conservation

In the face of global climate change, satellite remote sensing has emerged as an indispensable tool for Vietnam. VSEO-5 addressed this by providing specialized training on “ocean colour,” a scientific indicator that reveals the concentration of phytoplankton, suspended solids, and organic carbon in seawater. By observing these parameters from space, scientists can estimate optical-biological and biogeochemical changes, which are essential for monitoring seawater quality and species characteristics in coastal areas.

The curriculum was meticulously designed to bridge the gap between theory and practice. Participants engaged in deep-dive sessions on the theoretical foundations of ocean radiance and participated in guided lab work focused on processing complex satellite data. Furthermore, practical field exercises allowed the researchers to validate remote sensing models with real-world marine conditions, ensuring that the knowledge gained could be directly applied to Vietnam’s unique coastal challenges and resource management.

The Hub of International Expertise and USTH’s Vision

VSEO-5 served as a high-level forum featuring renowned scientists such as Prof. Cédric Jamet and Prof. Hubert Loisel from the Laboratory of Oceanography and Earth Sciences, University of Littoral Côte d’Opale (France); Prof. Sylvain Ouillon, Head of the representative office of the French National Research Institute for Sustainable Development (IRD) in Vietnam; Remote Sensing Expert from GFD Company Dinh Ngoc Dat; and Assoc. Prof.  Nguyen Thi Thu Ha from the University of Science, Vietnam National University.

First launched in 2018 through a collaboration of French and Vietnamese scientists, the VSEO series has grown steadily each year, with the Department of Space and Earth Sciences of USTH playing a key role as a co-organizer. USTH hopes that through initiatives like VSEO, young researchers in Vietnam will have greater opportunities to learn from leading experts in remote sensing and Earth observation, thereby helping to cultivate the next generation of scientists for Vietnam.

The success of VSEO-5 reaffirms USTH’s commitment to being a leader in space science education, fostering the talent needed to tackle environmental challenges and contribute to the sustainable development of the nation in this new era of scientific growth.

When Professor Daniel Hagimont reflects on his professional journey, publications and professional achievements are not what he highlights first. What matters most to him are people -students he has mentored, colleagues he has worked alongside, and a young university in Vietnam whose academic development he has witnessed from the very beginning.

As a professor of computer science at Toulouse INP, one of France’s leading engineering education systems, Professor Hagimont has maintained a close and enduring connection with the University of Science and Technology of Hanoi since its foundation. His engagement with Vietnam, however, began even earlier. He first arrived in the country in 2000 to teach at IFI, a French–Vietnamese IT program, and has remained continuously involved ever since through teaching, research collaboration, supervision, and academic exchange. For nearly two decades, he has observed Vietnam’s higher education landscape evolve, and he has had the rare opportunity to accompany USTH from its conceptual stage to its emergence as a university increasingly recognized for quality and ambition.

Contributing to the establishment of a new university

Professor Hagimont took part in the creation of USTH around 2009–2010, with a particular focus on developing the Information and Communication Technology (ICT) field. At that time, the University’s structure differed significantly from what it is today. In its early years, USTH did not yet offer bachelor’s programs; the initial academic focus was placed on PhD recruitment, followed by the establishment of master’s programs, and only later by the development of undergraduate education.

During this formative period, Professor Hagimont played a key role in defining the initial curriculum of the ICT master’s program. Working closely with both French and Vietnamese partners, he contributed to laying the academic foundations.

In recent years, USTH has made a deliberate and sustained effort to strengthen its bachelor’s programs, particularly in science and technology disciplines. From Professor Hagimont’s perspective, this strategic shift has had a decisive impact on the University’s overall academic quality.

Today, the results of this investment are clearly visible. The ICT master’s program now enrolls approximately 30 students per year, the majority of whom are graduates of USTH’s own bachelor’s programs. This transformation reflects not only improved academic training but also broader changes in Vietnam’s labor market, where a master’s degree has become increasingly important for accessing high-quality professional opportunities.

Professor Hagimont estimates that around 20 percent of bachelor students demonstrate very strong academic potential. If these students progress to the master’s level, their performance is comparable to that of students in well-established European institutions. 

Students as the measure of success

At USTH, Professor Hagimont teaches courses in Operating Systems, Systems and Architecture, Cloud Computing, and Big Data at the Department of Information and Communication Technology. For Professor Hagimont, the most meaningful measure of academic success lies in the success of students themselves. He speaks with pride of former USTH students who have gone on to build successful academic and professional careers. One of his former PhD students, Tran Giang Son, is now the Director of the Department of  Information and Communication Technology at USTH. Others pursue further studies in France or work in high-tech companies. Some have decided to come back to Vietnam to contribute to their home country. 

What distinguishes today’s USTH students, in Professor Hagimont’s view, is not only their competence but also their mindset. He observes an increase in autonomy: students are able to explore problems independently, propose solutions, and engage in meaningful academic dialogue without waiting for detailed instructions. This capacity for initiative, he believes, is essential for those who work in the field of science and technology, where success depends on the ability to go beyond what is required. 

With a deep understanding of the academic and research pathways in science and technology, Professor Daniel Hagimon has long been attentive to the importance of international exposure. He believes that true academic growth requires students to step beyond familiar environments—to test themselves in global settings, engage with contemporary research methods, and collaborate within diverse research teams.

Therefore, he actively seeks funding opportunities that allow students, including those from USTH, to pursue exchanges and internships in France. Through his teaching at USTH, he has become a bridge between students and research opportunities in his laboratory at Toulouse INP. In recent years, the number of USTH students undertaking internships under his supervision has increased significantly. Several students have completed scientific papers and published them in international journals—an achievement that even students from highly ranked universities often find difficult to attain.

Long-lasting connection with Vietnam 

Beyond his academic commitments, Professor Hagimont has developed a strong and lasting personal connection to Vietnam. He visits the country two to four times each year, often teaching several courses during a single stay. His travels take him across different regions—sometimes even by motorbike. 

What he values most, however, is the human scale of daily interactions: the ease of communication, the accessibility of services, and the openness of people. This personal affinity naturally reinforces his professional commitment. As the quality of students at USTH continues to rise, collaboration with the University becomes ever more meaningful to him—both intellectually and personally.

The development of USTH and of the Information and Communication Technology program in particular has been shaped by the steady and dedicated contributions of French professors such as Professor Daniel Hagimont. Through his long-term commitment to teaching, curriculum development, research collaboration, and the creation of international academic opportunities for students, he has helped build and sustain a bridge of knowledge between Vietnam and France. His journey with USTH stands as a testament to how enduring academic partnerships, grounded in trust and shared values, can contribute meaningfully to the growth of a young university and to the education of future generations.

On 27 January 2026, the University of Science and Technology of Hanoi (USTH) and École Centrale de Lyon (France) signed a cooperation agreement to strengthen collaboration in education, scientific research, and academic exchange. The agreement establishes a framework for expanded cooperation and creates new opportunities for student mobility, internships, and joint research activities between the two institutions.

École Centrale de Lyon is one of France’s leading engineering schools and a member of the prestigious Grandes Écoles system. The institution has strong expertise in high-level engineering training, scientific research, and technology transfer.  With an extensive network of academic and industrial partners, École Centrale de Lyon plays an important role in France’s and Europe’s research and innovation ecosystem and is a trusted partner in numerous international cooperation programmes.

Under the terms of the agreement, the two institutions have agreed to strengthen cooperation in training, research, and academic exchange, to enhance training quality, reinforce research capacity, and promote international engagement in higher education. Key areas of collaboration include the exchange of students at all training levels; exchange of academic and administrative staff; implementation of joint research projects; and the co-organisation of scientific conferences, seminars, and activities related to science, technology, and innovation.

Within the framework of this cooperation, USTH and École Centrale de Lyon will implement exchange programmes allowing students to undertake study, internships, and research at the partner institution for either a semester or a full academic year. These activities aim to strengthen students’ disciplinary knowledge while also fostering foreign-language proficiency, research skills, and the ability to work effectively in an international environment.

Students from École Centrale de Lyon may undertake internships at USTH laboratories for a minimum duration of three months, participate in research or exchange semesters, or complete final-year internships of at least five months under joint academic supervision. 

Conversely, USTH students may join one- or two-semester exchange programmes at École Centrale de Lyon’s campuses in Écully and Saint-Étienne. Final-year USTH students may also enrol in the Diploma in Advanced Studies – DESECL, corresponding to the final year of École Centrale de Lyon’s engineering programme, combined with a graduation internship. In addition, USTH students may participate in short-term research training programmes (Certificate in Research Training) and conduct graduation internships at École Centrale de Lyon’s laboratories or partner organisations under joint academic supervision.

In the area of scientific research, the cooperation agreement provides a foundation for the development of joint research projects and encourages the participation of lecturers, researchers, and doctoral students from both sides. Research activities will focus on areas of shared interest and expertise, with the aim of producing high-quality scientific outcomes with strong application potential, enhancing international research publications, and gradually establishing sustainable joint research groups.

Beyond training and research, the agreement also highlights the importance of academic exchange activities, including the exchange of lecturers, research and administrative staff, as well as the co-organisation of conferences, seminars, and other scientific events. These activities facilitate the sharing of knowledge, experience in university governance, and advanced approaches to teaching and research.

The signing of this cooperation agreement not only expands USTH’s international partnership network but also reaffirms the University’s development orientation as a research-oriented institution, closely integrating training with scientific research and actively engaging with the global higher education and science-technology landscape.

In 2026, the program focuses on 6 key research domains with the following benefits:

  • Up to 10 co-tutelle PhD positions will be supported per year. Applications are accepted on a rolling basis until December 30, 2026 and will close once all positions are filled.
  • Tuition fees paid annually only on one side.
  • Only one single defense will be conducted with jury compositions approved by both sides;
  • 2 diplomas will be awarded to the student, one from USTH and one from French partner-university.

University of Science and Technology of Hanoi announces the collection of tuition fees for Semester II of the Academic Year 2025–2026 for students enrolled in master’s programs. The payment period is from 23 January 2026 to 05 February 2026.

1. Tuition fee for Semester II (AY 2025–2026)

The tuition fee is VND 28,000,000 per semester.

The applicable tuition fee is stipulated in Decision No. 563/QĐ-ĐHKHCN dated 01 July 2025, issued by the Rector of the University of Science and Technology of Hanoi, regulating tuition fees for the Academic Year 2025–2026 for students, master’s students, and doctoral candidates admitted from 2023 onwards.

2. Payment period

From 23 January 2026 to 05 February 2026.

Students who fail to complete tuition payment by the deadline will not be allowed to attend courses in Semester II of the Academic Year 2025–2026.

3. Payment method

Students may pay tuition fees using one of the following methods:

  • Bank transfer via QR code displayed on the University ERP system;
  • Direct card payment via POS machine at the Department of Finance and Accounting (Room P101).

Students are advised to keep the payment confirmation for reference when necessary.

The University requires all students enrolled in master’s programs to strictly comply with this announcement.

USTH announces tuition fees for Semester II of the Academic Year 2025–2026 for undergraduate students.

The payment period is from 23 January 2026 to 05 February 2026.

1. Applicable students

Students falling into one of the following categories:

  • B0 students (admitted in AY 2025–2026) who have not yet been recognized as having completed the English pathway program;
  • B2 and B3 students of all undergraduate training programs.

2. Tuition fees for Semester II (AY 2025–2026)

(In accordance with Decision No. 563/QĐ-ĐHKHCN dated 01 July 2025)

3. Payment period

  • From 23 January 2026 to 05 February 2026.
  • Students who fail to complete tuition payment by the deadline will not be allowed to attend Semester II courses of the Academic Year 2025–2026.

4. Payment method

Tuition fees shall be paid via bank transfer using the QR code displayed on the ERP system.

Payment steps:

Payment is considered successful when the invoice status changes to “Paid”.

5. Student support

Students are advised to keep the payment confirmation for reference.
