Human Resources Officer



  1. Introduction

With the aim of building an advanced model in the Higher Education system in Vietnam, promoting innovation and bringing the quality of Higher Education in Vietnam to a high level in the region and the world, the University of Science and Technology of Hanoi (USTH) was established in 2010 in Vietnam. USTH is operated under the Intergovernmental Agreement between Vietnam and France, signed on November 12 2009 and the Decision No. 2067/QD-TTg dated December 9 2009 of the Prime Minister. As an international public university with a new model of organization and operation, USTH is offering teaching programs in association with plenty of practical exercises and internships. After 8 years of establishment, USTH has nearly 100 academic and administration staff.

  1. Scope of Work

The Human Resouces (HR) officer will work with other member of the HR team to be in charge of the daily activities related to personnel issues of the University. Main responsibilities include but are not limited to the followings:

  • Implementing the recruitment plan, activities and process of the University.
  • Preparing working contracts, labour contracts and service contracts for the University staff.
  • Managing, following and keeping the dossiers of the University staff.
  • Preparing decisions on receiving, salary increase, promotion, reward, punishment and etc for staff as assigned.
  • Collecting the overtime applications from Departments and preparing the summary report for the Accounting Department and the Rectorate Board.
  • Participating in the implementation of training plans and activities to increase the performance of the staff.
  • Cooperating with the related Departments in the University to manage the staff and their working performance.
  • Preparing reports, official letters or documents on HR issues as requested.
  • Implementing the regimes on social insurance, salary and allowance for the staff.
  • Dealing with the complaints or questions from staff related to the HR issues.
  • Performing others tasks assigned or required by the Rectorate Board.
  1. Qualifications, skill and experience requirements
  • Bachelor degree in human resources management or related field
  • Working experience and knowledge on human resources in a public university will be a plus.
  • Good knowledge of the public administration system.
  • Careful, detailed-oriented & high responsible.
  • Discreet and able to keep confidential information.
  • Outstanding communication and interpersonal skills to solve problems in calming manner with flexibility.
  • Strong capacity to work as a team member in a multicultural environment.
  • Good at multi-tasking and time management.
  • Good command of English skills (listening, speaking, reading & writing).
  • Familiar with Microsoft Offices.

The Human Resources officer will need to report to the HR Team Leader, Directors of the Administration and the Rectorate Board.
